Katherine Palmer

Katherine Palmer is Executive Director, Strategic Balance Sheet Management (SBSM) within the Financial Management and Services Group of NSW Treasury, commencing in September 2019. The SBSM unit takes a whole of state approach to managing financial risks, assets and liabilities to actively support the long-term financial, environmental and social sustainability of NSW.

Katherine represents NSW Treasury on a number of committees in various capacities, including as Member and Secretariat for the NSW Asset and Liabilities Committee, Chair of the NSW Sustainable Finance Steering Committee and Deputy Chair of the NSW Sustainability Bond Committee. Katherine chaired the Climate Risk Steering Group from its commencement in 2019 to end 2022, and now holds the role of Deputy Chair.

Katherine is also an Advisory Committee member for the Australian Sustainable Finance Institute, which works closely with industry organisations, regulators, government and universities.

Prior to NSW Treasury, Katherine was responsible for funding, sustainability, and balance sheet risk management at NSW TCorp. Katherine initiated and led the NSW Sustainability Bond Programme in 2018 which now totals $9 billion in green and sustainability bonds. Prior to TCorp, Katherine spent many years in the private sector as a portfolio manager with UBS Asset Management.

Katherine holds a Master of Applied Finance from Macquarie University and a Bachelor of Economics from the University of Western Australia. She also has a Post Graduate Diploma in Applied Finance from the Securities Institute of Australia.
