Kate Breen

Director – Affordable Development Outcomes

Kate has an extensive background in Social and Affordable Housing strategy development, program design and delivery including in an advisory role to State and Local Governments, planning authorities, residential developers and not-for-profit housing companies at company strategy, precinct and site-based levels. 

In 2014 Kate was awarded a Churchill Fellowship to examine planning system responses to affordable housing in the UK, US and Canada and has used her findings to inform State and Local Governments in their planning policy design and implementation.

Kate also manages delivery of the BuyAssist shared equity home ownership program with a focus on program design, investment attraction and delivery, regulatory compliance, marketing and home owner participant support. To date over 100 households have bought their own home with the program’s innovative shared equity investment support.
